Pudem is a small rural settlement surrounded by the mixed forests, rivers, and pastures typical of the Udmurt Republic, and its budget value sits in everyday rural prices rather than in tourist infrastructure. There are essentially no hotels, branded restaurants, or tour desks; travelers stay in family guesthouses or private rentals, and meals are usually arranged with hosts or self-prepared using local produce, which keeps a daily baseline close to the lower end of the $20–70/day range.
The trade-off for that low cost is access: bus service is limited and outside of June–September the weather limits time outdoors, so most of the budget should be reserved for getting there (typically via Glazov or the regional capital Izhevsk), a private car for local movement, and warm clothing for shoulder-season evenings rather than for excursions. The cheapest trips are those that build the day around free anchors — walking the village lanes, photographing wooden houses and forest edges, and joining a host family for pelmeni, shangi, or perepechi — and pay only for transport, lodging, and food.
